I haven't played last gen since NCAA 08 so I can't confirm whether or not it exists in NCAA 09 and last gen NCAA 10. I was thinking on 360 this option was available with NCAA 12. Maybe it was NCAA 11 but I think it was later than NCAA 10.

Only way I believe is to get the game and a PS3, download the teams there, then transfer the data to a USB and move it over to PC. Of course at that point you might as well just play it on the PS3, unless you’re upscaling to 4K or something. You can make a custom team. Hit the team up on discord for help.
