They are not something that is supposed to "be in the game" - they are game mechanic items (much like the console is not a gameplay aid, but a developer's tool - even though it can be used in the game).

Fyi the Dawnstar Chest glitch wasn't patched with the update, for anyone who was wondering. Also, since it's the inventory for a Khajiit caravan, you can use it to get some Rare Curios items. They're hidden behind the scenery because they're supposed to be hidden behind the scenery. As in, you're NOT supposed to access them.
