If anything you can tempo piltover for econ and pivot to something else. 6 gunner is a winning condition for sure, even without robotic arms. I go urf, if I hit gunner I go piltover/juggernaut + 6 gunner eventually. If you hit 6 gunner aatrox 2 with 4 jugg (sounds troll but give it a thought) he wipes entire boards.

Playing with bad luck and from behind creates tough and risky decisions that you will have to make. You might find some luck and find a random Kayle or a random Swain while you are level 6. If your team can’t build into it rather quickly, you shouldn’t try to transition too hard.
