If a person is assign and backets with water are in the resourc storage, then there is no storage for food or it is full with other staff. If it is OK and backets with water are in proper storage then look into management page.Villagers will not fill buckets/skins from rivers/lakes, so if you don't have the well you will have to do it yourself. They are easy to craft and fill so water shouldn't take more then 30 seconds of effort. You can get a well and automate it but it feels like that just eats up a village for very little gain, maybe when the kitchens start using water that might be useful. #9.
