For some reason fire paper, and possibly other items (excluding QS bullets and Blood Vials) does not refill the amount held from storage. I had 14 fire paper in storage and 10 on my character. I used 3 in the woods , and died shortly afterwards. When I respawned my fire paper was still at 7 held, and 14 were still in my storage.
