Jump drives increase the chances of the unbidden spawning, and sapient combat ai does the same for the contingency. I'm not sure whether the ai empires inventing the jump drive also make it happen, or this only applies to yourself. You could try moving the crisis date forward to decrease the risk of the ai inventing the jump drive.I’ve just come out of a war and about to go into another one. It's your choice on weather or not you want them in your empire. Uplifting is especially useful for xenophiles when the pre sapient species prefers a different world type from your main species.

I experimented Governing a Planet with a Robot and installing AI to a majority of units in my fleet. They turned Skynet 40+ years after researching Sentient AI. But I quickly crushed the Uprising and eventually sent Gene Warriors down to the Robot governed planet.
