So, in general, keeping your weight close to th10 should be the goal until you have 40/40/5 heroes or greater, cc done, and ideally some th11 level war troops. To actually answer your question, I wouldn't advise rushing heroes from th11 to th12. Rushing a few levels from th9 to th10, or th10 to th11, isn't really a big deal. But with so many hero levels at th12, you don't want to start from behind. For a little perspective, I started th12 in February with max th11 heroes.

At TH11 you can get up to levels 50/50/20 for your heroes so in your place, I would try to focus on them, keeping at least two upgrading at all times.
